2025 Point-In-Time (PIT) Count
Night of Wednesday, January 29, 2025 - Morning of Thursday, January 30, 2025
On a single night each year the Delaware Continuum of Care conducts a Point in Time (PIT) count of people experiencing homelessness, with the assistance of community volunteers and partners. On the same night, a census of available homeless-dedicated temporary and permanent housing resources is undertaken, called the Housing Inventory Count (HIC). Together, these data points provide information about the need facing Delaware’s homeless response system and the supply of available shelter and housing options.
2025 PIT Count Methodology
The DE CoC is required by HUD to submit the methodology used to collect the PIT Count data in order to ensure the data collected is valid and reliable. The methodology used is influenced by both geographic and demographic characteristics as well as overall resources and capacity. The 2025 PIT Count Methodology was officially approved by the DE CoC Board on December 4, 2024.
Volunteer Opportunities
A successful PIT count relies heavily on the community-wide effort of our dedicated partners and volunteers. 
We need boots on the ground in New Castle, Kent, and Sussex counties to assist in surveying individuals outdoors and as they arrive for shelter/services.

Narcan Distribution Certification
This year, the DE CoC is partnering again with DSAMH to distribute Narcan Kits and Fentanyl Testing Strips with the 2025 PIT Count care bags. We are offering a free training on 1/22/25 to PIT Count Volunteers who want to become certified in Narcan distribution. Please reach out to scastagna@housingalliancede.org for more information.
